Feasibility Funding

Community Capital Resources, a regional housing and small business organization, provides feasibility loans of up to $25,000 to explore the viability of a potential project by assisting with environmental studies, zoning analyses, architectural/engineering evaluation or site control. Not- for- profit borrowers are preferred and will be required to show 20 perent equity invested in the project. Private developers will need to provide 50 percent equity.Eligible expenses include appraisals, engineering analysis, environmental analysis, financial analysis, option deposit, purchase and sale deposit, zoning analysis and other reasonable pre-site control or pre-acquisition expenses. Loan rates will range between one percent and Prime + 2 percent.

The New York State Department of Housing  and Community Renewal offers programs that provide feasibility funding. The Low Income Housing Trust Fund offers “seed funding” and the Housing Development Program offers “pre-development funding.”

County Housing Programs
Technical assistance and county funds are available for the development, preservation or improvement of the county’s fair and affordable housing stock. In order to qualify the housing must meet the U.S. Department of Housing and Urban Development’s (HUD) Income Limits. Once income qualification is established, the Westchester County’s sales and rent limits are used for participation in many, but not all, of the County administered housing programs. Funds from various programs are available to eligible homeowners, tenants, landlords, developers, homeless families, senior citizens and households with a disabled family member. Housing Development
New Homes Land Acquisition (NLHA) Fund
  NHLA assists in the acquisition of property that will be used to develop new affordable housing, or property that will be rehabilitated or adaptive reused for fair and affordable homeownership or rental housing. The single or multi-family housing can be a mixed-income or mixed use project and must meet the minimum income affordability thresholds for sales or rental project.
Housing Implementation Fund (HIF)
  HIF assists in the construction of municipally-owned infrastructure that supports the development of new fair and affordable homeownership or rental housing. The development may include new construction, redevelopment or an adaptive reuse of existing property. This affordable housing may be single or multi-family, mixed-income or mixed-use, and must meet the minimum income affordability thresholds for sales or rental projects.

Section 8 Housing Choice Vouchers assists households with the payment of rent, and can also support homeownership opportunities for families participating in the county’s Family Self-Sufficiency program.
