The county's support of affordable housing is simple. Communities cannot grow and thrive if residents from across the economic spectrum cannot afford to live here. So the county works closely with its municipalities to make housing for individuals and families affordable to rent, buy and maintain.

Also know that there is absolutely no place for discrimination in Westchester. The county's Human Rights Commission stands ready to take on any incidents of alleged discrimination.

The newly constructed building includes 12 fair and affordable apartments. It is a three-story elevator building. The first floor has +/‐ 2800 square feet of commercial space and residential common areas. It includes an entry lobby/mailroom, common laundry facilities, recycling areas and bicycle parking. The apartments are located on the second and third floors. One bedrooms range in size from +/‐ 617 SF to 649 SF; two bedrooms, +/‐ 767 SF to 800 SF. Apartments have a living/dining area, a bathroom, kitchen, linen and coat closets and storage area. The parking is partially covered and shared by the residential and commercial tenants. Public parking is available on Kear St and a municipal lot is close by.

Yorktown is in northwestern Westchester County bordered by Cortlandt, Somers, New Castle, and by Putnam County on the north. It is approximately 35 miles north of New York City. The apartments are within walking distance of Commerce St. with retail stores, including CVS and a bank branch and the Town’s Municipal Offices. Major retail is located on the Route 202/35 corridor.

The Westchester Bee‐Line Bus System offers a commuter coach to the Croton‐Harmon Train Station for access to Grant Central Terminal and service to White Plains and Peekskill. The nearby Taconic Parkway provides easy car access to lower Westchester and New York City and to points north.

The Town of Yorktown offers extensive recreational facilities, including FDR Park. The Parks & Recreation Department provides diversified programs for all age groups. Yorktown has a cultural and community center with a 600 seat theatre, a gymnasium, a Teen Center and a senior center. The North County Trailway is within walking distance of the apartments.

Students at the 322 Kear St. Apartments attend the Yorktown Central School District with two elementary schools for Grades K‐3, an intermediate school for Grades 4‐5, a middle school and a high school. Mercy College has a Yorktown campus.

Four (4) of the apartments will be available on a priority basis for households with individuals who have a physical disability. Two of the apartments are fully accessible; an additional two are adaptable and include hearing/vision impaired alarm signaling devices. Applicants in need of these specially designed apartments will be placed in a public lottery for these apartments and in the general public lottery.

Eligibility Requirements: In order to qualify for the apartments, household income must be at or below 50 percent and up to 60 percent area median income for Westchester County. See HUD Income Guidelines.

There are four rental apartments in this newly renovated building – two two-bedroom and two three-bedroom apartments. The apartments are +/- 790 sq. ft. with one bath. Westchester County Fair and Affordable Housing Online Application

Westchester County has launched an online database to help interested buyers discover affordable housing units and developments in Westchester County.  The database sorts available housing by municipality, bedroom size, street address and other variables.  Listings are current.

Selling a fair and affordable home
If you already own one of the county’s fair and affordable homes and are looking to sell it, be sure to understand the guidelines and procedures that must be followed.

Estimate housing and transportation costs
Use the Location Affordability Index (LAI), a cost calculation tool that allows users to estimate housing and transportation costs for any neighborhood across the country. The tool will help you better understand the combined costs of housing and transportation associated with living in a specific neighborhood and make better-informed decisions about where to live, work, and invest. The tool is provided by the U.S. Department of Housing and Urban Development and the U.S. Department of Transportation.
