Highgarden Tower is a newly constructed 21-story residential building, ready for occupancy around May of 2024. 133 affordable rental units are available by lottery to households at or below 80% of Westchester County’s Area Median Income. Highgarden Tower includes studio, one-bedroom, and two-bedroom units, many of which are adapted to meet the needs of residents with mobility or vision/hearing impairments.

The community features a learning center, playground, incubator space, and large parking garage, among other amenities. Heat, AC, and hot water are all included in the rent. Tenants pay for their own electric.

Highgarden Tower is located off the New England Thruway/I-95, near Rochelle and Stevenson Parks. The closest supermarket is within half a mile. There is easy access to US Highway 1/Main Street. Also, nearby Highgarden Tower is the New Rochelle public library, clusters of retail locations and restaurants, Montefiore New Rochelle Hospital, and Monroe College. Downtown New Rochelle is also served by numerous Westchester Bee Line bus services and Metro North trains. School age kids living in Highgarden Tower can attend New Rochelle schools.

New Rochelle is located in Westchester County, bordered by the towns of Eastchester, Pelham, Scarsdale, Mamaroneck, and village of Larchmont, about 25 miles north of New York City.
